About

Lucia is a governance expert with experience working with standard setters, governments, international organizations, civil society, and private partners. Lucia's work sits at the intersection of policy, multi-stakeholder implementation and evaluation, with a focus on developing sustainable governance reforms based on international standards and best practice.She specializes in independent research, program management and donor engagement across natural resource governance, responsible mining, anti-corruption, transparency, and accountability. Lucia work closely with governments, development partners and civil society to design and deliver impactful initiatives, combining strategic insight with hands-on implementation and stakeholder engagement across complex international contexts.

Experience

  • Managed USD 15m+ governance and anti-corruption programs funded by public institutions (FCDO, USAID), development banks (EBRD) and private philanthropies (BHP Foundation)

  • Led independent research and evaluations across multiple countries in Africa, Asia, Europe, and Latin America

  • Delivered capacity building and peer exchange initiatives for governments and civil society across 10+ countries

  • Supported implementation of transparency and governance reforms through multi-stakeholder mechanisms, on themes such as beneficial ownership, contract disclosure, extractive governance legislation reviews, and e-government systems in Africa, Asia and Latin America

A significant part of Lucia’s current work involves leading independent research and evaluations to assess countries and programs against international standards and commitments related to social, environmental, and governance performance.
